A Green Amendment

Proposed constitutional amendment for New Mexico:

All the people of New Mexico, including future generations, have an inalienable, indefeasible and self-executing right to a clean and healthy environment, including pure water, clean air, and a stable climate, and to the preservation of the natural, scenic, cultural and healthful qualities of the environment;
that New Mexico’s public natural resources are the common property of all the people and that the state shall serve as trustee of these resources and is duty bound to maintain and protect them for the benefit of all the people.
Article XX Section 21 cannot be used to infringe on these environmental rights.
